Melissa Stormer

Investigative Analyst

Melissa Stormer joined the Horseracing Integrity & Welfare Unit (HIWU) team as an investigative analyst in April 2023. In this role, she performs research, analysis, and review of information to support and assist investigations as part of the Horseracing Integrity and Safety Authority’s Anti-Doping and Medication Control (ADMC) Program. This includes receiving reported tips concerning potential ADMC Program violations.

Previously, Stormer spent the past two decades conducting contraband detection services in multiple U.S. jurisdictions in public and private investigations. She has held national certifications for animal cruelty investigations and canine deployment. She had reached the senior advanced specialist level as an investigator with the State of Texas. Stormer has recently been received as an adjunct instructor for the Law Enforcement department of the Southwest Wisconsin Technical College.

A lifelong equestrian and equine owner with earlier experience as a groom, hotwalker, and exercise rider, Stormer is an active riding instructor.

Stormer received her degree through the University of Wisconsin in graduate studies, animal sciences, nutrition, and genetics.
