HIWU Investigator
Matthew Meyer joined the Horseracing Integrity & Welfare Unit (HIWU) as an investigator in April 2024, where he conducts investigations as part of the enforcement of the Horseracing Integrity and Safety Authority’s Anti-Doping and Medication Control Program. This includes collaborating with relevant constituencies and HIWU staff to ensure thorough, timely, and unbiased investigations are conducted on suspected and alleged violations of the Program.
Prior to this role, Meyer was a special agent with the Federal Bureau of Investigation (FBI) assigned to the FBI Detroit and Cleveland Divisions. He coordinated the multi-agency FBI Safe Streets/Violent Crime Task Force, focusing on the investigation and prosecution of gangs, drug trafficking organizations, violent crime (e.g., kidnapping, bank robbery, and fugitives), and heroin/fentanyl overdose death investigations. He also investigated and prosecuted a significant Hawala case involving money laundering, naturalization fraud and tax violations between the U.S., Yemen and Switzerland. Additionally, he served as an FBI special agent bomb technician and was on a temporary duty assignment at the FBI Legat in Bern, Switzerland.
Meyer’s career also includes roles as the security threat group coordinator for the Ohio Department of Rehabilitation as well as a correction task force officer for the FBI Cincinnati Joint Terrorism Task Force.
Meyer earned his Bachelor of Science from the University of Dayton and his Master of Public Administration from The Ohio State University.
