Lane Ruddick

Investigator

Lane Ruddick joined the Horseracing Integrity & Welfare Unit (HIWU) as an investigator in January 2025.

He is responsible for managing the recruitment and training of HIWU’s team of independent investigative contractors located across the country. He also conducts investigations as part of the enforcement of the Horseracing Integrity and Safety Authority’s Anti-Doping and Medication Control Program. This includes collaborating with relevant constituencies and HIWU staff to ensure thorough, timely, and unbiased investigations are conducted on suspected and alleged violations of the Program.

Prior to this role, Ruddick was the chief investigator for the Sacramento County Department of Human Assistance in Sacramento, CA. His experience there also included positions as assistant chief, lieutenant, and investigator. Ruddick was also with the California Department of Motor Vehicles as a supervising investigator and investigator prior to working for the county. Throughout his career, he has handled various special assignments including roles in internal affairs, the FBI Joint Terrorism Task Force, background investigations, and serving as a firearms instructor.

Ruddick earned his Bachelor of Science degree from California State University in Sacramento.
