Gregory T. Pennock, Sr.
HIWU Investigator
Gregory T. Pennock Sr. joined the Horseracing Integrity & Welfare Unit (HIWU) as an investigator in June 2023. Pennock helps conduct investigations as part of the enforcement of the Horseracing Integrity and Safety Authority’s Anti-Doping and Medication Control Program. This includes collaborating with relevant constituencies and HIWU staff to ensure thorough, timely, and unbiased investigations are conducted on suspected and alleged violations of the Program.
Before joining HIWU, Pennock spent 27 years with the Federal Bureau of Investigation (FBI) as a special agent in the New York and New Jersey divisions, with a specific focus on organized crime, violent crime, fugitives, and drugs. He was responsible for investigating, supervising, and managing criminal investigations targeting highly complex and dangerous criminal enterprises operating in the United States and internationally.
Pennock is a recipient of the FBI Directors Award for Investigative Excellence, the US Attorney’s Office Award for Outstanding Investigations, the Department of Justice Award for Outstanding Investigation, the Federal Law Enforcement Special Recognition for Bravery, the Narcotics Enforcement Gun, Gangs, and Narcotics Awards, and the FBI Agents Association Award for Investigation of the Year.
Pennock graduated from Temple University with a Bachelor of Business Administration in Accounting.
